When the government issued checks to landowners in the first few months of 1941, landowners were notified by mail that their checks were available in St. Charles to be picked up. Edwards did not immediately go to St. Charles to obtain his payment. In the intervening days, the government commenced condemnation proceedings and confiscated Edwards' check.
